Your plans should be flexible; it could well be he would want time to think about it, and it also could be he isn't ready to move on: he wants to continue your loving relationship, but without the obligation/commitment. This doesn’t mean you need to end the relationship, his answer could turn into YES in the future. Remember: he probably didn’t expect you to take this romantic and bold move, give him time to contemplate it.
